In her role as Assistant Director for Policy and Intergovernmental Affairs, Katie Carroll will help lead the Board’s communications with Congress around NAEP policy issues including those related to the authorization and appropriations; work with states and district stakeholders; and support Board policy development and implementation. Carroll is the former Deputy Superintendent of School Performance at the Virginia Department of Education. During her year in Virginia, she supported the Virginia Board of Education as they developed a new accountability system, and led the assessment, school improvement, and teacher education and licensure teams. Prior to Virginia, Carroll spent the majority of her career supporting states as they designed and implemented their state assessment and accountability systems. She served as the Senior Director of Policy and State Engagement at the Northwest Evaluation Association (NWEA), where she provided technical assistance to state partners on assessment policy and communications. While at NWEA she also worked on the strategic planning team for state solutions and the through-year assessment team. Carroll also served as the Program Director for Accountability at the Council of Chief State School Officers (CCSSO) where she supported states as they developed and implemented their accountability and reporting systems under the Every Student Succeeds Act (ESSA). In this role, she led CCSSO’s ESSA state plan reviews, spearheaded CCSSO’s technical assistance to states as they received feedback from the United States Department of Education and developed CCSSO’s report card program which supported over 40 states in the transition to new report cards. Carroll started her career as a teacher at a preschool/pre-K teacher at an all-boys public charter school in Washington, D.C.
