Tammy Howard
As Senior Director of the Office of Accountability and Testing at the North Carolina Department of Public Instruction, Tammy Howard oversees the statewide testing program and the accountability program, ensuring technical soundness and compliance with state and federal policy. Dr. Howard has been in this role for twelve years and has led the state’s transition to online assessments and its Innovative Assessment Demonstration Authority, given by the U.S. Department of Education in June 2019 for the development of a through-grade assessment model.
A former middle school English language arts and social studies teacher, Dr. Howard began her career in assessment in North Carolina in 1998 in test development. During this time, Dr. Howard served as the first state coordinator for the National Assessment of Educational Progress (NAEP) for North Carolina. Previously, Dr. Howard was a Senior Research Scientist with the American Institutes for Research in Washington, DC where she worked on various states’ assessments.
