NAEP Reading Assessment Framework

The 2009-2024 NAEP Reading Assessment Framework outlines the knowledge and skills students should be able to demonstrate in reading in 4th, 8th, and 12th grades. The 2024 Nation’s Report Card is the last reading assessment using this framework.

The 2009-2024 NAEP Reading Specifications are the detailed blueprint for the National Center for Education Statistics (NCES) to construct the reading assessment.

The 2026 NAEP Reading Assessment Framework will be used in 2026 and beyond.
